I'm guessing the recent fresh foul may have gotten caught in the mower (something which, I think my dad said, the grass cutters do not want)? Because the decomposing foul is still there, in my opinion my dad should still give the council a heads-up. There is a chance, that some if not all neighbours obeyed the dog fouling complaint letter - though Biyomon, damn that dog indeed, especially if the dog fouler still being an asshole; but yes Andy, I agree that dad should still complain. And people need to realise dog-related offenses -including fouling- are a crime, no?
